SCTPP was launched by top industry executives and safety advocates through the ARTBA Foundation to dramatically reduce -- and hopefully eliminate the 50,000 worker deaths and injuries that occur annually in and around U.S. transportation infrastructure construction projects. It is intended for supervisors, workers and foremen as well designers, planners and operators of equipment suppliers, manufacturers, and owners.

The SCTPP test is an 2.5 hour test that contains 120 multiple choice questions about the assessment, creation and implementation of pro-project safety plans, identifying and mitigating risk, managing project site personnel, developing an incident investigation plan, conducting an accident or incident report, and conducting training sessions for field personnel. To be eligible for the SCTPP applicants must possess an undergraduate degree in engineering or construction management and two years of experience* working in transportation construction project sites. The applicant must also pass the OSHA 30 or OSHA 510 course. SCTPP will pay for the weighted average tuition at a participating school or the actual tuition in the event of a lower amount.
